IT Security Manager for Helsingborg City

As an IT Security Manager, you will lead efforts to prevent threats, strengthen protection, and drive innovation across the organization to ensure the city's digital security. This role offers a central position where technology, collaboration, and the future intersect.
Main requirements:
- University or college education in relevant field and/or relevant work experience
- Previous experience as an IT Security Manager or relevant applicable experience
- Experience with threat and vulnerability analysis and mitigation in complex IT environments
- Fluent in Swedish and good communication skills in English
- Good knowledge of ISO 27001, NIST CSF2, and CIS controls
Responsibilities:
- Assess vulnerabilities from various perspectives including operational security, intrusion risks, DDoS attacks, and user behavior control
- Plan IT security measures including network security, malware protection, encryption, backups, physical security, information classification, crisis and continuity management
- Communicate policies, guidelines, and training to maintain high security awareness; develop these with CISO
- Specify requirements and be a sounding board in procurements, new solutions/systems/innovations, and analyze various departments’ IT security work (e.g., schools, care homes, museums)
- Collaborate closely with external organizations such as other municipalities, companies, regional bodies, authorities, and IT security interest groups
- Identify vulnerabilities proactively before they harm the organization, citizens, or reputation
- Coordinate with central municipal functions like safety and security, quality, legal, communications, and HR
- Contribute to the department’s ongoing operational plans and roadmaps
- Support the department in reviewing physical security
- Support information and security protection work within the organization
- Provide governance, prioritization support, and constructive feedback including risk assessments and quality reviews for team leads and teams
Required hard skills:
- University or college education in IT security or related field
- Experience as IT Security Manager or equivalent
- Experience in threat and vulnerability analysis and handling in complex IT landscapes
- Excellent Swedish language skills (spoken and written)
- Good English communication skills
- Knowledge of ISO 27001, NIST CSF2, CIS controls
Recommended hard skills:
- Certifications such as CISSP or CISM
- Experience with NIS2 directive
- Experience in requirement specification for procurements
