Umeå Municipality is seeking a Business Developer for the Environment and Health Protection Department within the City Planning Administration, focusing on digitalization and development. The role involves supporting digital transformation projects, serving as an expert in IT/system support, and acting as a bridge between business operations and IT, ensuring technical solutions meet user needs. The position is full-time and offers opportunities to shape the role based on qualifications and interests.
Main requirements:
- University education in behavioral science with IT focus, computer science, informatics or equivalent relevant higher education.
- Experience and knowledge in digitalization and IT/system support.
- Strong communication skills in Swedish and English, both spoken and written.
- Organized, solution-oriented, curious, service-minded, proactive, and self-driven.
- Ability to act as a bridge between business operations and IT to ensure appropriate technology support.
Responsibilities:
- Support organizational change efforts to meet set goals, including the implementation of new digital solutions.
- Develop work with open data for transparent processes and internal follow-up.
- Lead and participate in assignments such as developing web platforms and working methods, procuring new systems, and developing e-services.
- Serve as a subject matter expert and system administrator for the case management system ECOS.
- Map, analyze, and improve processes to enhance quality and customer value in the department and administration.
- Participate in the department's management group.
Required hard skills:
- Knowledge of scripting/programming languages such as JavaScript, SQL, Python or similar.
Recommended hard skills:
- Experience with statistical analysis software such as R or SPSS.
- Experience designing and managing databases, e.g., MS SQL Server.
- Experience working with geographic data in tools like QGIS or MapInfo.
- Familiarity with case management system ECOS or equivalent.
- Experience in project management or participation in projects, feasibility studies, or investigations.
- Experience in environment and health protection domain.
